When the affiliate program is off, returns only {"enabled": false}. Otherwise assigns a referral code on first call and returns the link, program terms, stats and the 50 latest rewards. Referrers earn commission_percent of each paid top-up of their referrals for commission_months after sign-up; referred users get referee_bonus_percent on their first paid top-up.
