Creates the owner/admin account of a fresh instance. Refused with 403 once any admin exists. Limited to 5 attempts per IP per minute. The admin must enrol in two-factor authentication before getting a session: the response is an MFA challenge with setup: true; continue with POST /api/auth/mfa/setup and POST /api/auth/mfa/verify as described under POST /api/auth/login.
